to register for VAT. Only if the head office is registered in UAE you should be
registering for VAT.

But I can say that if you are a business based outside of the UAE but providing taxable supplies of goods or services to customers in the UAE, you may be required to register for VAT in UAE, if the total value of the taxable supplies in UAE exceeds the compulsory registration threshold of AED 375,000 per year.
