Yes, VAT is charged on water in the UAE. Starting from 1st January 2018, water and electricity bills in the UAE are subject to a 5% VAT. However, VAT is not applicable in respect of Housing fee, Sewerage fee, and Irrigation fee, collected by DEWA on behalf of Dubai Municipality.
