No. You have to pay vat on goods and services unless they are zero rated or exempted.

VAT will not be assessed if the vendor is below the threshold or sells exempt goods.

If the seller is either below the threshold , or deals in exempted good , VAT will not be levied

No. You must pay the full, VAT-inclusive price for the goods in the shop. 

You can claim VAT once you have complied with the formalities and show proof of export.
